OnMarch 10, 2023, Phase I of the Science and Technology Development Project(STDP) in Luanda, implemented and constructed by the Overseas Construction Branch of PBIH Group, held a grant groundbreaking ceremony in the UAN Architectural Design Building located on Ho Chi Minh Avenue in Maianga District, and attracted a gathering of dignitaries.
The President of the Republic of Angola , the Vice President, and the Minister of State in charge of social affairs all sent special envoys to attend thegroundbreaking ceremony. The Minister of Higher Education, Science, Technology,and Innovation, the Minister of Education, the Minister of Youth and Sports,the Director of the Office of the President of the Republic, the representative of the Minister of Finance, the Minister of Industry and Commerce, the representative of the African Development Bank in Angola, and therepresentative of the Chinese Ambassador Extraordinary and Plenipotentiary to Angola and many other dignitaries also attended the event. Song Zhuoya, Deputy General Manager of the PBIH Group, Wen Lei, General Manager of the Angola Company of PBIH Group, and some employees witnessed the grant event together.

TheMinister of Higher Education, Science, Technology and Innovation stated in her speech, "this project is an unprecedented project in Angola that will serve as an interactive point between academia, research and business, and will provide new impetus for Angola's science, technology and innovation system." The representative of the African Development Bank stated that the implementation of this project reflected the Angolan government's consideration of the enormous potential of undeveloped resources and the investment in technology.
ThePhase I project is an important component of the Angola Ministry of HigherEducation, Science, Technology and Innovation's Science and TechnologyDevelopment Project (STDP), aims to creat an integrated science and technologydevelopment base including colleges, business incubators and office buildings.It is an integrated platform for transforming technology into productivity.
The commencement of the project ommenced on January 31, 2023, with a construction period of 30 months. The project covers an area of approximately 62800 square meters, including the construction of 9 new buildings, maintenance of 11buildings, demolition of 5 ground level buildings, as well as outdoor roadconstruction and repair works, landscape greening works, installation engineering, and installation of facilities and equipment, etc.

The political leaders, guests, and company leaders attending the ceremony held the shovels together to excavate the soil and cultucate the foundation. It marked the beginning of the construction of the Project, and indicated that this project will be successful implemented.
Counselor Lu Yuzhong of China Embassy visited and inspected the project
After the event, Counsellor Lu Yuzhong, the representative of the Chinese Ambassador Extraordinary and Plenipotentiary to Angola, inspected the project department of the PBIH’s Angola company and listened to the report. The Angola company's general manager, Wen Lei, reported on various aspects such as project safety,environmental protection, and local standardized employment. Counselor Lu Yuzhong highly appreciated our company's work in the Project and hoped that we could make every effort to create a high-quality project for Chinese enterprises in Angola.He also stated that if there are problems that need the assistance of the embassy in the construction process of the project, the embassy would provide strong support and assistance.
The significance of this project is extraordinary, attracting high attention from all sectors of society. The local major media such as TPA (Angola’s national television),RNA (Angola’s national radio), TV ZIMBO all reported the whole process of the groundbreaking ceremony.
At the beginning of the group’s transformation, the overseas construction sector’sfierce development momentum, the increasing construction strength and the overseas market development capabilities have injected new vitality into the group'ssecond takeoff.
On the morning of January 3, 2025, Albano Vicente Lopes Ferreira, the new Minister of Higher Education, Science, Technology and Innovation of Angola, inspected the Science and Technology Project (Phase I) .
On April 10th, Angolan President Joao Lourenco led a delegation of State Councilors, the Minister of Construction, the Minister of Finance, the Minister of Higher Education, and others to inspect the Luanda Science and Technology Development Project(Phase I).
On September 20, 2024, President of the African Development Bank Akinwumi Adesina and his delegation visited Angola and inspected the Angola Science and Technology Development Project(Phase I) constructed by the group's construction sector.
The "2023 ZGC Forum" held in Beijing from May 26 to 30 under the theme of "Open Cooperation for a Shared Future" and the purpose of fostering global scientific and technological innovation ccooperation. As one of the first 49 foreign-funded R&D centers recognized by Beijing, Phoenix Bridge Group Innovation Center was also invited to take the stage to receive the nameplate.
Recently, the R & D center of Phoenix Bridge Holdings (Beijing) Co., Ltd., a subsidiary of Phoenix Bridge Group, was recognized jointly by Beijing Municipal Science & Technology Commission, Administrative Commission of Zhongguancun Science Park as one of the first group of Beijing foreign-funded R & D centers in 2022.
On July 21, Jinfa Construction, a subordinate unit of the group, participated in the second Ministerial Advisory Committee Meeting held by the Ministry of Public Works and Land Planning of Angola in Bengo province.
