On June 19, 2026, the Luanda Science and Technology Development Park, anational key project of Angola undertaken by the Group's Construction Division,was officially inaugurated amid a grand ribbon-cutting ceremony. Located in the Maianga Municipality of Luanda, the Park welcomed His Excellency João Manuel Gonçalves Lourenço, President of Angola, who attended to unveil the plaque and preside over the ribbon-cutting ceremony. The President was accompanied by Angola’s Vice President, four Secretaries of State overseeing economy, civil administration,social affairs and national defence, as well as ministers from various departments including the Ministry of Higher Education and Science and Technology.

H.E. Zhang Bin, Chinese Ambassador to Angola, attended the ceremony by invitation. Wang Dade, Chairman of the Group, accompanied him to witness the inauguration.The event gathered more than 300 participants in total, including the director of Angola’s National Research Centre, representatives from Agostinho Neto University,the African Development Bank and the project design and supervision institute,as well as local researchers and youth student representatives. All attendees were present to witness this far-reaching milestone event.

The inauguration ceremony was held in the brand-new, modern multi-purpose auditorium within the Park. Representatives from Angola’s Ministry of Higher Education, Science and Technology, the African Development Bank, and other stakeholders took the floor successively to deliver speeches. Their speeches centered on key themes such as Angola’s national science and technology innovation strategic framework,financial support for the projects, the development of an integrated industry-university-research system, and China-Africa science and technology innovation collaboration. All speakers spoke highly of the profound significance of the Park's completion and inauguration, and commended the project for its excellent construction quality and efficient delivery schedule.

Upon the conclusion of the auditorium agenda and project briefings, guests moved outdoors for the official inauguration ceremony. President Lourenço proceeded to the landmark area at the main entrance of the Park, and personally conducted the ribbon-cutting and plaque-unveiling ceremonies. The official unveiling of the plaque marked the completion and official operation of the Luanda Science and Technology Development Park. Warm applause echoed throughout the venue, building a solemn and festive ceremonial atmosphere.

Following the ribbon-cutting ceremony, President Lourenço toured the entire park compound and the interior of the main building. Ricardo,the Park’s coordinator, gave the President an in-depth briefing on construction works including structural reinforcement of aged buildings, comprehensive functional upgrades, deployment of smart supporting systems, targeted optimization of specialized research facilities, as well as the Park’s follow-up operational plans and development framework. After the site visit, the President commended the main building’s brand-new appearance, rationally arranged functional zones, and full-fledged cutting-edge modern supporting facilities. He pointed out that the project fully retained the historic architectural fabric of the former campus of Agostinho Neto University. Meanwhile, high-standard renovation works had addressed the original premises’ inherent shortcomings, namely outdated equipment and single functionality.The Park now fully meets the multi-scenario requirements of a national-level science and technology park, covering scientific research, academic teaching and industrial incubation.

At the end of the tour, President Lourenço delivered an important speech.He stated that this science and technology innovation park served as a coredriver for the Angolan government to advance economic diversification and foster local technical talents. Drawing on the decades-long academic heritage of the former campus, the President elaborated on the multiple advantages of transforming the underutilized university premises into a science andtechnology hub. This initiative preserved the city’s historical cultural heritage,unlocked the value of idle existing assets, and pioneers an innovative model for sustainable urban renewal. In closing, the President gave full recognition and high praise to the Group for delivering this national key project up tostringent standards and with outstanding construction quality.

This site originally hosted the historic campus of Agostinho Neto University in central Luanda. As Angola’s oldest and most prestigious public higher education institution, the campus had nurtured a great cohort of professionals in law, public administration, engineering, and geology following its founding in the 1960s, making crucial contributions to the country’s talent pool. From 2010 onwards, the main campus was completely relocated to Talatona Camama New Town.The original buildings in the old urban precinct remained idle for years, plagued by severely aging piping systems and structural degradation. A host of colonial-era teaching buildings were in urgent need of full renovation.

In 2022, the Angolan government joined hands with the African Development Bank to launch a comprehensive renewal project for the former campus. Spanning a total floor area of 63,000 square meters, the project was engineered to create Angola's first national-level science and technology development park.

The Park adopted a composite development model featuring "rehabilitation and reinforcement of existing buildings + newly-built scientific research buildings". Under this blueprint, original teaching buildings underwent protective renovation, while nine specialized research and incubation buildings were newly constructed. Supporting facilities included constant-temperature professional laboratories, a 250-seat conference hall, a digital library, office quarters for tech startups and modern teaching venues, which constituted a complete supporting infrastructure system. Upon inauguration, the Park housed the National Science Research Centre, the Atomic Energy Regulatory Authority and the Urban Research Branch of Agostinho Neto University. It targeted five core sectors: petroleum geology, photovoltaic new energy, civil construction materials, deep processing of tropical agricultural and forestry products, and digital information technology. To complement the above facilities, a startup incubator, university-enterprise joint laboratories and a China-Africa technology exchange base were established to forge a long-term China-Africa industry-academia-research cooperation platform. From a national strategic perspective,the Park served as the core implementation carrier for Angola's National Science and Technology Development Plan. It embraced four core functions: research on key technological breakthroughs, professional talent cultivation, industrial commercialization of research findings, and introduction of overseas sci-techinnovative institutions and talents. It stood as an iconic scientific innovation landmark in central Luanda.

During the construction period, the Group's project team adhered to the Group’s overseas development philosophy and strictly complied with stringent construction standards. Specialized construction plans were compiled for structural reinforcement, anti-corrosion and waterproofing treatment of existing buildings,as well as the full replacement of aging piping systems. Construction works were carried out in compliance with Angolan national building codes and international prevailing engineering quality standards. The renovation balanced the preservation of historical features and the demands of modern scientific research functions,ensuring efficient utilization of research spaces and convenient long-termoperation and maintenance. During the construction process, the project team provided regular vocational training for local employees, enforced strict quality control, and rigorously implemented management protocols for work safety and standardized construction, to ensure on-time project delivery with guaranteed quality and quantity. Ultimately, the project successfully passed the joint acceptance inspection conducted by multiple Angolan government departments, with its main building structures, professional laboratory facilities as well as mechanical and electrical piping systems fully compliant with official standards.

Throughout the three-year construction period, the Group's project team proactively aligned with national supporting plans for scientific research, catered to the teaching and research needs of Neto University, and pressed ahead with the research and development on upgraded building materials and localized civil engineering technologies. The project earned unanimous recognition from the President, ministerial officials, university management, and researchers for its superior construction quality, streamlined construction schedule, and responsible localization services. Multiple researchers on-site commented that the complete and well-equipped hardware facilities in the Park filled the gap in large-scale comprehensive research hubs in central Angola, and would greatly improve local scientific research conditions.

Looking ahead, the Luanda Science and Technology Development Park will serve as a core driving force for Angola to cultivate local scientific and technological strengths and break free from its resource-dependent mono-economy.Backed by the Park’s integrated industry-academia-research platform, diverse research achievements of Agostinho Neto University will achieve accelerated industrial application and transformation. Local young entrepreneurs will benefit from preferential policies including tax exemptions and special research grants. Technical exchanges and industrial cooperation between China and Angola in infrastructure, energy and modern agriculture will keep deepening. The Park will steadily deliver localized advanced technologies and high-caliber professionals, facilitate the optimization of Angola's industrial structure, advance the country’s goals for diversified and sustainable development, and forge a benchmark project for China-Africa scientific and technological innovation cooperation under the Belt and Road Initiative.

The full successful delivery of the landmark Luanda Science and Technology Development Park earned the Group's Construction Division renewed trust and high recognition from local authorities. Such honor stood not only as the highest accolade for theon-site project team, but also as an authoritative validation of the Group's overseas project delivery competence. This milestone achievement consolidated the Group's market standing in Angola and bolstered strong confidence and impetus for its high-quality and sustainable overseas development.
